Reliance, JSW, Shapoorji Bid for Andheri Cluster Project

Reliance, JSW and Shapoorji Pallonji in Race for Mumbai’s First 100-Acre Slum Cluster Redevelopment

Mumbai’s redevelopment landscape is set for a major transformation as three of India’s leading corporate and real estate groups compete for the city’s first large-scale 100-acre cluster slum redevelopment project in Andheri West.

The ambitious redevelopment proposal covers the Gilbert Hill and C.D. Barfiwala Marg precinct, spanning more than 100 acres and housing nearly 14,000 hutments. The project is the first to move forward under Maharashtra’s newly introduced cluster redevelopment policy, which aims to transform entire neighbourhoods rather than redevelop isolated pockets of land.

Three Major Players in the Fray

The project has attracted bids from:

  1. Reliance 4IR Realty Development Ltd.
  2. JSW Realty & Infrastructure Pvt. Ltd.
  3. Shapoorji Pallonji Real Estate

The successful bidder will be responsible for one of the most significant urban renewal projects undertaken in Mumbai in recent years.

A New Model for Redevelopment

Unlike traditional slum rehabilitation projects that focus on individual plots, the cluster redevelopment model allows planners to redesign an entire locality with better infrastructure, wider roads, improved public spaces, modern rehabilitation housing, and enhanced civic amenities.

The Andheri project is expected to become a benchmark for future redevelopment initiatives across Mumbai.

Why Andheri Matters

Andheri West is one of Mumbai’s most valuable and strategically located micro-markets, offering connectivity through the Metro network, Western Railway, Western Express Highway, Link Road, and proximity to major commercial hubs.

A successful redevelopment could significantly improve the urban fabric of the area while unlocking substantial real estate value for residents, businesses, and the city as a whole.

Expert Opinion

Sandeep Sadh – Mumbai Property Exchange

“The fact that Reliance, JSW and Shapoorji Pallonji are competing for this project demonstrates the scale and importance of the opportunity. Cluster redevelopment has the potential to solve many of Mumbai’s long-standing urban challenges by creating planned neighbourhoods rather than fragmented redevelopment. If executed efficiently, this project could become a model for large-scale urban renewal across the city.”

Looking Ahead

The Slum Rehabilitation Authority is currently evaluating the bids. While the final developer has yet to be selected, the project has already emerged as one of Mumbai’s most closely watched redevelopment opportunities. The outcome will not only shape the future of Andheri West but may also influence how large slum clusters across Mumbai are redeveloped in the coming decade.
