Reliance Enters Mumbai's Slum Redevelopment Market

Mumbai's redevelopment landscape has witnessed a major milestone with a Reliance Industries-led consortium emerging as the winning bidder for the massive Gilbert Hill slum cluster redevelopment project in Andheri West.

The project will be undertaken by Reliance 4IR Realty Development Limited along with Mahadev Realtors Juhu Private Limited, a subsidiary of Aspect Realty. The consortium successfully outbid JSW Realty and Infrastructure and Shapoorji Pallonji Real Estate to secure one of the largest redevelopment opportunities currently available in Mumbai.

The win marks Reliance's formal entry into Mumbai's large-scale slum rehabilitation and cluster redevelopment sector.

One of Mumbai's Largest Redevelopment Projects

The redevelopment covers approximately 101.36 acres around the Gilbert Hill precinct in Andheri West, making it one of the largest slum cluster redevelopment projects undertaken in the city.

The land parcel stretches from Juhu Lane (CD Barfiwala Road) to JP Road near Hansraj Morarji Public School and includes a dense mix of residential, commercial, institutional and public-use land.

The site currently contains:

  1. 13,634 slum tenements
  2. Existing SRA rehabilitation buildings
  3. Educational institutions
  4. Government offices
  5. A police station
  6. Civic and retail markets
  7. Healthcare facilities

The scale of the project makes it one of the most complex urban redevelopment exercises currently planned in Mumbai.

More Than 28,000 Rehabilitation Homes Planned

The redevelopment is expected to create over 28,000 rehabilitation units for eligible residents living within the cluster. This will significantly improve housing conditions while replacing informal settlements with planned residential infrastructure.

The project follows the principle of in-situ rehabilitation, meaning eligible residents will be accommodated within the redeveloped area rather than being relocated to distant locations.

Large-scale cluster redevelopment allows planners to redesign entire neighbourhoods rather than individual plots, enabling wider roads, better civic infrastructure, improved drainage systems, open spaces, and modern amenities.

First Major Project Under Maharashtra's New Cluster Policy

The Gilbert Hill project is particularly significant because it is among the first major projects to proceed under Maharashtra's recently introduced slum cluster redevelopment policy approved in late 2025.

The policy was introduced to address challenges associated with piecemeal redevelopment. Instead of redeveloping isolated plots, cluster redevelopment combines multiple adjoining parcels into a single integrated project.

The approach is intended to create more sustainable urban planning outcomes by allowing authorities to redesign entire neighbourhoods and infrastructure networks simultaneously.

The Gilbert Hill project is widely expected to serve as a model for future cluster redevelopment schemes across Mumbai.

Strong Financial Commitments Required

The tender conditions required substantial financial commitments from bidders.

As the successful developer, the Reliance-led consortium must commit approximately โ‚น700 crore towards transit rent for two years and provide an additional year's rent support through post-dated cheques to ensure uninterrupted payments to eligible residents during the construction period.

The consortium must also furnish a performance guarantee of โ‚น100 crore to the Slum Rehabilitation Authority (SRA).

These conditions were designed to strengthen accountability and protect residents throughout the redevelopment process.

Why Gilbert Hill Matters

The project surrounds the historic Gilbert Hill, a 66-million-year-old basalt monolith that is one of Mumbai's most unique geological landmarks. The area has witnessed rapid urbanisation over the past two decades, resulting in significant pressure on roads, infrastructure, and housing.

Andheri West is among Mumbai's most valuable residential and commercial micro-markets due to its connectivity, metro access, employment centres, entertainment hubs, and social infrastructure.

Redeveloping a large contiguous parcel in such a location creates a rare opportunity to reshape an entire urban precinct.
