Dhuleva Group Secures 2-Acre Marine Lines Redevelopment
A major cluster redevelopment is planned near Marine Lines in South Mumbai, with an estimated gross development value of approximately ₹1,000 crore.
Dhuleva Group has secured development rights for the two-acre land parcel, which has an estimated total development potential of approximately 1 million sq. ft.
The development will comprise two primary components.
More than 270 existing residents will be accommodated through rehabilitation housing, while the remaining development potential will be used for the project's free-sale residential component.
Consent from existing residents has already been secured, according to the developer, while further government approvals are currently being pursued.
Construction is targeted to commence during the first quarter of 2027, with completion expected approximately four years after work begins.
The project is proposed under Regulation 33(9) of DCPR 2034, the framework governing cluster redevelopment in Mumbai.
Cluster redevelopment enables multiple ageing, dilapidated or unsafe properties to be consolidated and comprehensively redeveloped rather than reconstructed independently.
The model is particularly relevant in densely developed parts of South and Central Mumbai, where fragmented ownership and ageing buildings can make individual redevelopment challenging.
For developers, such transactions also provide access to established residential locations where outright acquisition of large vacant plots is increasingly difficult.
